Zoning Administrator In Pittsfield, the Zoning Administrator and the Zoning Board of Adjustment administrate all Flood Plain Management. To promote proper flood plain management and to also be accepted into the National Flood Insurance Program, the Town of Pittsfield adopted a Flood Hazard Area Zoning Bylaw in March of 1979.
